Improvements planned for Sketty Park

Swansea Council is preparing to carry out a further round of improvement works to residential properties in Sketty Park, with plans to replace ageing roofs and resurface balconies at 42 homes over the coming year.

The council has published a contract worth an estimated £180,000 for the work, which will take place across six residential streets as part of the third phase of an ongoing refurbishment programme.

According to documents published on the Welsh Government's Sell2Wales procurement website on 9 October, the scheme will involve replacing pitched roofs and carrying out resurfacing work to balconies at a number of two-storey residential flats.

Properties identified in the latest phase are located along Heather Crescent, Jasmine Close, Laburnum Place, Parkway, Whitethorn Place and Oakridge.

The tender specifically lists numbers 62, 68, 74 and 82 Heather Crescent; numbers 1 to 8, 11 and 14 Jasmine Close; numbers 42, 54 and 58 Laburnum Place; and number 82 Parkway.

Also included are numbers 1, 3, 5, 7, 17, 19, 23 and 33 Whitethorn Place, together with numbers 2, 4, 6 and 8 Oakridge.

The council's documentation describes the scheme as covering 42 properties, including blocks of two-storey flats, although the number of individual addresses listed is smaller.

The latest plans follow an earlier programme of similar improvements to 28 properties in Baytree Avenue, Briar Dene and Heather Crescent.

That contract was awarded in January 2026 to M.A. Hartley Roofing Contractors Ltd, a Swansea-based company operating from the Garngoch Industrial Estate. The earlier work was scheduled to run between January and August 2026.

The new scheme represents a continuation of the council's efforts to maintain and improve its housing stock in Sketty Park, much of which was developed during the area's substantial residential expansion in the second half of the twentieth century.

Replacing ageing roof coverings can help protect properties against water ingress and deterioration, while resurfacing balconies is an important part of maintaining the condition and usability of the buildings.

The latest contract is valued at £180,000 excluding VAT, equivalent to £216,000 including VAT, although the final cost will depend on the outcome of the tendering process.

The council is inviting construction companies to submit bids for the work, with the deadline set for midday on Friday, 6 November.

According to the published timetable, the contract is expected to begin on 30 November 2026 and run until 30 November 2027. These are provisional contract dates rather than confirmed dates for work at individual properties.

The tender also identifies several leasehold properties in Jasmine Close, indicating that the scheme will involve homes with different ownership arrangements. The documents do not specify whether any leaseholders will be required to contribute towards the cost of the work.

Contractors bidding for the project will be assessed on both price and quality, with 70% of the evaluation allocated to the proposed cost and the remaining 30% covering technical capability, project-specific requirements and construction safety.

At present, no contractor has been announced for this latest phase, and the council has not published a detailed schedule showing when work will begin at each address.

For residents of the affected properties, the scheme could mean construction activity taking place over the coming months, although details of access arrangements and any disruption have yet to be confirmed.

The latest proposals represent further investment in maintaining Sketty Park's residential buildings, following the earlier phase of roofing and balcony improvements.

Further details are expected once the tendering process has concluded and a contractor has been appointed.
